Otter Tail Power Company was required by the EPA to implement a plan to reduce emissions in compliance with Best Available Retrofit Technology (BART) guidelines. In the planning phase of the $490-million project, Otter Tail hired Banner to complete a topographical survey of the Big Stone Power Plant Site. The survey was needed so designers had an accurate representation of existing site conditions. Upon design completion, Otter Tail enlisted Banner to provide third party QA/QC services during construction. Banner provided random checks on the contractor and contractor's surveyor to ensure construction was in conformance with the plans. This successful project was completed more than a year ahead of schedule and 21% under budget.
